If you are getting the error 0xc1900223 when trying to update Windows 10 to version 1903, chances are that it is because of a DNS filter like Pi-hole. In my case it was not this but pfBlocker-NG running on my pfSense firewall.

I temporarily disabled pfBlocker and everything went through nicely.
